Town of Warrenton Septic Assistance Program

Applications can be submitted online at WarrentonSepticAssistance.com or in person at the Town Office, 21 Main Street, Warrenton, starting on November 1, 2024. Applicants must complete the program application form and, if requesting more than 50% coverage, provide income verification documents.

Property owners within the jurisdictional boundaries of Warrenton, VA, who currently rely on septic systems and whose properties are within 300 feet of an existing public sewer line, are eligible. Income levels determine the percentage of cost-share coverage for applicants, with households at or below the area median income eligible for 100% coverage.

The Septic Assistance Grant Program aims to provide financial aid to eligible property owners in the Town of Warrenton to replace their septic systems and connect to the public sewer. This initiative, funded by the Virginia Department of Environmental Quality’s American Rescue Plan Act (ARPA), is intended to improve environmental health and water quality by eliminating outdated septic systems that may pose risks.

Cost-share amounts will be limited to costs associated with services, labor, and materials necessary to complete the septic project. Reimbursement of funds will be made as the cost of implementation or construction is incurred. The following expenses may also be included when determining the allowable amount of cost share:

1. Costs associated with an onsite system evaluation by an appropriate licensed professional, including, but not limited to pumpouts
2. Costs associated with professional services for any planning, design, permitting or construction services needed to implement the approved project
3. Contractor invoices for payments due or payments which are due to contractor(s) as specified in a binding contact relating to the approved project, which may include site stabilization and/or tank abandonment costs if necessary
4. Invoiced cost of materials stored on site/incorporated into the work
5. Invoiced cost for labor used to install the project
6. Other related costs incurred as necessary and as approved by the Town of Warrenton and DEQ

Under certain circumstances, septic projects will require be tree removal and/or land clearing due to restrictions at the site. Town of Warrenton can approve the cost-sharing of these activities with the approval of the septic projects listed above as long as the following is provided/followed:

1. To qualify, the site must be reviewed and evaluated by an appropriately licensed professional who determines that the only viable site on the property for the proposed septic work would require the removal of trees or clearing of land
2. The proposed activity must adhere to all local, state, and federal laws or ordinances applicable at the time of design and installation

Eligible property owners may receive funding for 50% or 100% of eligible project costs up to a capped amount, based on their income.

Applications will be accepted on a first-come/first-serve basis until funds are exhausted or by June 1, 2026. The Town of Warrenton has designated RK&K to review and approve completed applications. A site may be required if deemed necessary to proceed.

Funds will be distributed to Town-approved contractors, only after approved costs have been incurred and property owners submit necessary documentation. The Town of Warrenton may conduct a site visit before issuing payments.

If an applicant is not approved, they may need to review their eligibility criteria or provide additional documentation. The program operates on a first-come, first-served basis, so incomplete or late applications may miss out on available funds.
